The costing project engineer will estimate project costs, liaise with customers, manage suppliers, generate documentation, and ensure compliance with specifications.
Role Summary
The primary role of the costing project engineer is to create precise quotations for the comprehensive work scopes in a dynamic manufacturing setting. The costing project engineer is a crucial link between the COE Dalian Operation, the COE Japan Operations and a diverse range of international stakeholders including the Engineering, FPD, QRC, PMC and Commercial Operation. The candidate must be comfortable communicating with people from diverse background and languages.
Key Responsibilities
- Cost estimation : collaborate with operation to accurately estimate project costs within the set due date, encompassing materials, labour, lead time, and manufacturing feasibility based on the project specifications; Highlight the project risks to operation at earliest; and ensure Subject Matter Experts and customer input are utilized in the costing process.
- Customer liaison : Interact with internal/ external customers to provide them with transparent and detailed quotations for local and international manufacturing projects; maintain a positive customer experience throughout the quotation and technical review cycle.
- Team collaboration : Work closely with cross-functional teams to ensure seamless job handover to order fulfilment team; assist the order fulfilment team to understand the as-quoted scope of supply; participate in the kick-off meetings, hand-off meetings, and phase gate meetings to coalesce strategies into actions; and identify stakeholders and analyse their expectations.
- Supplier management : Continuously develop and maintain a pool of capable and qualified suppliers to meet the cost, lead time, and quality requirement of the projects; negotiate and drive down the project cost with subcontractors and suppliers; provide the sub-suppliers with technical specifications and ensure specific contract requirements are passed down to them as appropriate.
- Documentation : Generate cost summary sheet for order fulfilment team, including the required work specification, supplier recommendation, QRC labour hours and outside vendor activity pricing for inspection, rework, and assembly of pump components that comply with industry standards, project requirements, and Flowserve internal specifications.
- Technical Review : Interpret the industry standard, OEM specifications, bill of materials, and drawings to meet the project requirements; ensure quote compliance with customer technical specifications; and any commercial agreements in place.
- T&C : coordinate with the commercial team to resolve the contractual and commercial issues; confirm the customer PO matching the quoted work scope, price, and delivery.
Qualifications:
- Diploma / Degree in engineering or equivalent.
- Strong analytical skills to interpret project specifications and assess cost requirements.
- Excellent communication and soft skills for effective interaction with customer and internal teams.
- Attention to details and ability to work in fast-paced environment.
- Knowledge of pump, machining and assemble process is an added advantage.
- Ability to understand and communicate in English, Chinese and Japanese (for Singapore, China & Japan stakeholders).
- Some travel to supplier or customer sites may be required.
