Department Overview
The primary objective of the Operations Engineering Manager is to lead and oversee a team of highly specialised engineers in the delivery and support of communication solutions to Victorian Government and its agencies. The Operations Engineering Manager is responsible for setting goals, managing resources, and ensuring the quality and performance of engineering solutions align with company objectives. Additionally, the Operations Engineering Manager will help team members to grow professionally by providing mentorship, training, and opportunities for skill enhancement.
Works closely with customer/s and cross functional teams such as Operations Manager, Service Delivery Manager, Network Operation Centre (NOC), senior management, support services, product management, programme management, systems integration team, 3rd party sub-contractors, vendors and as well as the finance, and commercial teams.
Job Description

Develops, designs, evaluates, and/or modifies systems consistent with customer and regulatory requirements. Develops system architecture, and ensures the integrity of the architecture/design. Systems Engineers handle the software configuration to make sure everything works given the various customer configurations.

Provide technical leadership across a broad range of technologies including; APCO P25 radio systems, Voice Logging systems, Networking and Infrastructure as well as Windows and Linux based operating systems administration.

● Act as a technical escalation point for Network Operations Centre (NOC) staff, Field and Operations Engineers requiring technical assistance.  

● Oversee the operational health, security and maintenance of mission critical public safety systems that fall under the scope of the Operations Engineering team.  

● Manage the day-to-day operational priorities and activities of the operations engineering team.

● Oversee asset lifecycle process including the tracking, planning, acquisition, implementation, testing, and eventual decommissioning of assets.

● Identify and resolve systemic issues impacting operations or customers using the ITIL framework, while actively promoting compliance with ITIL service management processes.

● Maintain and enhance the accuracy and completeness of technical, procedural, and as-built documentation.

● Maintain a skills matrix to facilitate skill development and career progression for the team, while actively mentoring and coaching Operations Engineers in both technical and career aspects.

● Foster a culture of continual improvement by promoting best practices, identifying areas for enhancement, offering training and professional development opportunities for team members, and overseeing changes to ensure alignment with these best practices.

● Collaborate with cross-functional teams to ensure alignment, effective service delivery, and the achievement of contractual compliance and customer satisfaction by driving high-quality operations engineering services. This collaboration also includes producing regular reports on Key Performance Indicators (KPIs) and Service Level Agreements (SLAs).

● Participate in service review meetings as the technical representative to provide technical insights and recommendations on the performance and quality of services provided.

● Participate in an on-call rotation schedule as a Major Incident Manager (MIM).

● Other duties as required, relevant to the Operations Engineering and support of the mission critical communication solutions to Motorola's Government and Enterprise clients in Victoria.

● Stay updated on emerging technologies in LMR, RF communications, and public safety systems to define future roadmaps for the ASTRO P25 platform.

● Provide regular updates on engineering performance to senior leadership.

● Work closely with Cyber Security team to ensure best security practices are followed.


Basic Requirements

GENERAL EDUCATION: Essential:  

● Tertiary qualifications in engineering (Telecommunications, Electrical / Electronic) or equivalent field. Desirable:

● ITIL Foundations V4 certification. ● Eligibility for or Member of the Institution of Engineers Australia.  

PROFESSIONAL EXPERIENCE Essential:  

● Extensive experience in leading engineering teams and delivering results within deadlines.

● Substantial technical expertise and experience in LMR systems, with a strong emphasis on ASTRO P25 technology and public safety communication requirements. Desirable:  

● Familiarity with tools, systems, and methodologies relevant to communication industry.

● Experience in mentoring and developing team members.
