Purpose of the Role

BGIS is looking for an experienced HSEQ Manager to establish, implement, and nurture the Health, Safety, Environment, and Quality management systems that support the delivery of a significant government property and facilities management portfolio. Reporting to the Contract Team, you will work closely with both client and BGIS teams to embed a proactive safety culture, ensure compliance, and support high-quality, audit-ready systems across the portfolio.

This is a wonderful opportunity to help shape and strengthen the HSEQ foundations of a recently awarded contract. You'll play a valued part in bringing structure, embedding thoughtful systems, and supporting teams during an important establishment period.

The ideal candidate will be a calm, capable, and collaborative HSEQ professional who genuinely cares about people's safety and wellbeing. You'll combine strong technical knowledge with the ability to build trusted relationships, support and guide teams, and bring clarity and consistency to a busy environment. 

Key Responsibilities

  • Develop, implement, and maintain the contract's Quality Management System aligned to ISO standards.
  • Support compliance with relevant safety legislation, codes of practice, regulations, and BGIS safety frameworks.
  • Support contractor and workforce compliance including SWMS, permits, inductions, and training records.
  • Coordinate subcontractor induction processes and support emergency management planning across sites.
  • Manage the collation and record keeping of site-specific hazardous substances and coordinate the operational team and subcontractors to ensure records are current
  • Guide incident response, reporting, and root cause reviews, ensuring corrective actions are completed and verified.
  • Manage account incident management system and monitor safety performance, risk trends, and compliance.
  • Design and support Power Automate workflows to streamline safety and quality processes.
  • Coordinate training programs, safety briefings, toolbox talks, and skills validation activities.
  • Maintain safety and quality risk registers, control plans, and risk assessments.
  • Build positive relationships with client representatives, operational teams, and subcontractors.
  • Support continuous improvement initiatives that enhance safety culture and quality of service. 

Education, Experience & Skills

Essential:

  • Tertiary qualifications in Occupational Health and Safety, Quality Management, Risk Management, or a related discipline.
  • Experience in safety and quality management within facilities management, construction, infrastructure, or high-risk operational environments.
  • Strong understanding of ISO 45001, ISO 9001, and relevant safety legislation.
  • Experience in incident management, investigations, and root cause reviews.
  • Comfortable using digital systems, technologies, and data-driven insights to improve ways of working.
  • Strong Power BI and Microsoft Fabric capability for reporting and performance insights.
  • Experience developing Power Automate workflows for safety and quality processes.
  • Excellent communication and relationship-building skills at all levels.

Desirable:

  • Experience working within government portfolios or multi-site operational contracts.
  • Auditing qualifications (Lead Auditor preferred).
  • Experience with contractor management and critical risk programs.
  • A genuine interest in continuous improvement, innovation, and thoughtful use of technology.

Workplace Flexibility

To support your success, this position will initially be based from our Melbourne CBD office, conveniently located close to public transport and local amenities. Following training, you will enjoy a hybrid working arrangement of 3 days in the office and 2 days working from home.
