Job Description

Reporting to the APAC Tender Director, the Bid Manager leads and coordinates our response to complex, high-value tenders — from the moment a tender is published through to handover to the delivery team. This is a role for someone who can get across complex operational, technical, financial and contractual environments, and bring multidisciplinary teams together to shape competitive, innovative proposals. While our production centre manages high-volume, lower-value submissions, you will focus on our most strategic and complex pursuits, including large infrastructure and alliance-style opportunities such as high speed rail.

Based in Melbourne, Sydney or Brisbane with regular domestic and international travel, this is a coordination and governance role rather than a business development one — the pursuits you lead are already identified, and your success is measured by delivering winning bids within the right commercial and risk parameters.

You will be responsible for

  • Analysing newly selected tenders and their markets to understand operational dynamics, client value drivers, and the expectations of clients and partners
  • Assessing project risks and contributing to the submission process in line with group governance requirements, including go/no-go decisions and the incorporation of committee feedback
  • Leading the end-to-end bid response, from tender publication through to handover, including defining and developing the technical, operational, human and financial solution
  • Working with legal and financial teams to prepare contract terms, insurance provisions, financial models and project descriptions
  • Building and motivating the bid team, and establishing and monitoring the bid budget
  • Ensuring the proposal fully addresses client requirements, is profitable, sits within an appropriate risk profile, and is submitted on time
  • Participating in, and where appropriate leading, working sessions and negotiations with clients, partners and subcontractors
  • Proactively raising risks and concerns through the appropriate governance channels
  • Supporting the early phases of delivery on successful bids, archiving bid documentation, and contributing to lessons-learned reviews to share best practice

Qualifications

Ideally, you will be an engineering or business school graduate with significant experience in engineering environments for infrastructure or technologically complex systems, and a track record of leading complex, high-value bids. In addition, you will also have:

  • The ability to understand technical and operational contexts across environmental, health and safety, legal (risk analysis), commercial (pricing strategy) and financial (P&L, cash flow) dimensions
  • Proven ability to develop business plans and pricing models
  • A curious, entrepreneurial mindset — the capacity to think without preconceptions, approach problems from multiple angles, and bring innovation to tenders and proposed solutions
  • Demonstrated ability to manage project teams in a multicultural environment
  • Strong results orientation, with the ability to stay focused on objectives and make decisions under pressure and to tight deadlines
  • Excellent collaboration skills, working effectively both internally and with external partners
  • A high degree of flexibility and autonomy to thrive within a small, high-performing team
  • Confident, polished communication skills, both written and verbal, with the presence to engage clients, partners and stakeholders
  • Full professional proficiency in English; an additional language (in particular Chinese, Filipino, Thai and/or Vietnamese) would be an advantage
  • Willingness to travel within Australia and internationally for periods ranging from a few days to several weeks
