The Opportunity:

The Contract Manager is accountable under broad direction to perform and achieve contract management work within an integrated workforce. They are accountable to ensure they have in-depth knowledge of and compliance with legislative frameworks, government decision-making and Defence’s mission and policy requirements. They will provide detailed contract management technical, professional and policy advice in relation to products sustained and contribute to strategic planning, program and project management and policy development.

The Contract Manager will exercise a considerable degree of independence and perform a leadership role.  They will exercise sound decision-making and judgement to provide expert policy advice. They will have in-depth knowledge of the contract management function and are responsible for the development, implementation, compliance and review of policies and procedures. They will engage in complex to very complex problem solving and issues management and may coordinate and perform detailed or sensitive projects that impact on strategic, political or operational outcomes.

This is a permanent full-time, based in Melbourne. Interstate applicants may be considered on a case-by-case basis.

This position will require an active AGSVA NV1 clearance on commencement and the successful candidate must be willing to upgrade to an NV2.

Key Responsibilities:

  • Accountable for managing allocated resources, setting work area priorities, managing workflows, developing strategies and evaluating business outcomes.

  • Accountable for the provision of procurement planning, tendering and contract management activities to support SPO product management, ensuring compliance with legislation, procurement policies, processes and procedures.

  • Provide advice, direction, and assistance to the Product Manager and Fleet Managers to support contract management and commercial strategy outcomes.

  • Support contract negotiations, preparation of Contract Change Proposals (CCPs), and contact performance/compliance measurement and management.

  • Engage and negotiate with clients and stakeholders and respond to issues, taking the initiative to identify alternate action where necessary.

  • Build and sustain relationships with stakeholders including industry representatives, and

  • Design and implement mitigation strategies for the risks associated with contract management activities, supplier’s performance and compliance with mandatory requirements and suggest relevant improvement.

  • Translate and apply legal principles, legislative and mandatory policy compliance obligations and critical commercial risk and performance requirements related to procurement and contract management.

Required Qualifications, Experience and Knowledge

  • Tertiary Degree in Business, Finanace or Law
  • Experience in commercial management, contract negotiation, and procurement within a Defence setting.
  • Strong knowledge of ASDEFCON
  • Ability to solve complex problems and manage issues to support delivery of capability,
  • Work collaboratively and communicate effectively with internal and external stakeholders,
  • Evaluate and ensure that procurement, contracting and tendering requirements are in line with legislation, policy and regulatory frameworks, and
  • Ability to analyse, develop and implement work plans to support delivery of outcomes.
