About the Position

We are seeking a self-motivated and bilingual Associate HR Business Partner (P2) to join our team in Tokyo, Japan. As Netskope continues its growth and cultural transformation, this role will serve as a vital local HR resource, bridging language and cultural barriers between Japan-based employees and regional/global HR teams.

Working as an Associate HR Business Partner at Netskope, you will handle day-to-day HR operations and leadership engagement, support employee relations, and ensure compliance with Japanese labor practices. You will apply established company policies and local regulations to resolve varied HR issues, partnering with local leaders and regional HR colleagues to maintain a healthy, productive work environment.

Key Responsibilities

Employee Local Support

  • Local Employee Point of Contact: Serve as the primary, on-the-ground HR contact for Japanese employees, removing language barriers and providing guidance in native Japanese.

  • Cultural Transformation Support: Partner with local management to support teams through organizational transitions, helping foster a proactive performance mindset while maintaining team morale and trust.

  • Employee Engagement: Enhance workplace culture and employee engagement by supporting local office activities, celebration events, and the year-end party.

Operations & Program Delivery

  • HR Operations Execution: Support the execution of core HR programs, including employee onboarding, offboarding, performance management cycles, and recognition initiatives.

  • Global to Local Alignment: Act as a key connector between local Japan workforce needs and broader regional/HQ HR functions, including Talent Acquisition, L&D, and HR Systems teams.

  • Guidance & Coaching: Provide standard professional advice to employees and line managers on country-specific policies, procedures, and daily management matters.

Compliance & Continuous Improvement

  • Compliance & Legal Alignment: Stay up to date on Japanese labor laws, employee benefit plans, and regulatory requirements to ensure daily workplace compliance and reduce operational risk.

  • Reporting & Process Improvement: Modify local HR processes and create initial reporting/analyses for review by senior HR leadership to optimize local efficiency.

Qualifications & Requirements

  • 1–3 years of progressive HR Generalist or HR Operations experience, ideally within a startup, fast-growing technology or multinational environment.

  • Demonstrated ability to work on problems of moderate scope, apply company policies to varied situations, and operate with general instructions on daily work.

  • Hands-on experience with compensation planning and performance management program is a plus.

  • Native or fluent Japanese (spoken and written) and professional English proficiency, required to bridge communication between local teams and global stakeholders.

  • High level of empathy, discretion, problem-solving ability, and accountability when handling sensitive employee issues and workplace changes.

  • Solid understanding of Japanese employment standards, local leave administration, and employee benefits.

  • Familiarity with HR software platforms such as Workday, CultureAmp, Google Workspace, and Microsoft Office 365 is a plus.

  • Ability to work on-site at the office on designated in-office days.

  • Bachelor’s degree or equivalent practical experience.
